Question Keyboard is not giving @ symbol and not pasting. Have to hold down both shift keys.

Have no idea how my keyboard is messed up. I have to hold down both shifts, let one go while keeping hold of the other shift and then hit number 2 for the @ symbol to type. The same exact goes for the pasting shortcut. The other symbols across the numbers have zero issues typing out with just a single shift key. I can highlight with ctrl+a and ctrl-c but not Ctrl-V i have to hold both Ctrl keys while letting one go then hit V to paste. It has nothing to do with the language and I've uninstalled drivers and updated them. How can this be fixed?
