Keyboard Is Unresponsive In Windows, but Works Fine In The Bios.

Hello! I have run into quite a difficult problem that I've been dealing with for a few weeks. I have tried two keyboards on my computer with both of them being unable to work. The current keyboard Im trying to fix is a blackweb gaming keyboard. My issue is that the keyboard works only for a short time as the computer loads from the bios, but the second the windows logo appears my led lights stay on, but the keyboard is unresponsive and unusable. I am currently using windows 8.1 and my mouse has no issues whatsoever. The keyboard does work as I have plugged it into my laptop and it was fine just not with my desktop.
I have tried the following to fix this issue
-Restarting
-Uninstalling/Reinstalling drives
-Safe mode
I am at a complete loss as to what is causing this problem so any help or advice would be much appreciated.
 
I just had a similar experience today! I could get the keyboard to work but the mouse would bomb. I had to plug the USB mouse into the most upper left USB port at the back of the PC to get it to work. You might try plugging whichever input device that stops into that port. Make sure to completely power off the computer, perhaps even turning off the power supply, then bringing it back up in the new configuration. Perhaps that will work for you.
