Question Keyboard mouse wont work post BIOS

Hey lads,

Specs
Asus rog z390h
Intel I9 9900k
Gskill ddr4 x2
Gtx 980
W7 (existing install on SSD)

I upgraded with a new mobo, and CPU. Same SSD as no issue with them.

I can change settings in bios, so keyboard and mouse are working. But when it gets to windows log-in , both are unresponsive.
Ive enabled legacy mode (which allowed me to boot from the SSD) and xhci hand off makes the keyboard / mouse unresponsive post BIOS

Any help would be appreciated!

you can download windows 10 iso from Microsoft, and run it inactivated
bios is different, once you get to windows, windows driver matter
Unironically got an add for w10 replying to this.

SSD already has w7 on it, would that make a difference?

Is it possible to do that as a fresh install on a new build with a USB stick, (I have a second PC I can use for download) or does the PC I want to put it on have to be up and running Windows 7 (which I have) first?
