Keyboard not inputting the = key?

So my = key on my keyboard will not work. When pressed, I get this split second lag but nothing comes up. Ive checked to see if this was a keyboard issue but using another keyboard and it still will not work.
I would buy a new keyboard, but the issue is that the = key will not work at all. Im not sure if it has something to do with me updrading to windows 10. I dont know when this started but I would love a fix if anyone has it

Well this issue occurs on several other keyboards I use, would drivers really fix the issue?

does anyone else have a solution to this problem? should i try doing a pc wipe?

some background: I had windows 7 before, the = key worked fine. After installing windows 10 im not sure if it stopped working, I only noticed this a week ago and had windows 10 for atlesat a month now. I didnt do a clean wipe when doing the upgrade to 10, all windows 7 stuff is now on windows 10. Could some programs be causing an issue?
