Keyboard questions

I can't seem to find a section for keyboards, so I guess this would be the closest to it. Question: Is there a way to make the function keys permanently have their functions on, without having to press the [fn] key? Like how it is with mac keyboards? I tried looking for something like that in the keyboard settings, but nada.

But then if you want to press F2 or something, instead of going fn + f2 to disable wireless or whatever it maybe...
Basically your nerfing whatever is default on that key... which on my dell laptop is quite a few keys...

im using a desktop, not a laptop, and I really don't use the function keys, just the fn+function keys ...uh...function.
