Question Keyboard/touchpad not working

Hi all. I have an HP Envy x360 15u laptop and the keyboard and touchpad just stopped working. I have done a lot of testing and diagnosing, and also tried the proposed fixes which I have found online. It is running Windows 10. The laptop is about 7 years old. It used to work fine.

I found that the keyboard and touchpad do work in the BIOS and also the low-level pre-boot areas of Windows. I also booted to the Hiren's boot CD live environment and they both work fine there too. Further, I ran the HP hardware diagnostics that I find by hitting ESC during booting and selecting the diags. The keyboard and touchpad both work there.

I also tried booting to a couple of live Linux distros - the keyboard and touchpad worked in one but not the other. I also updated to latest BIOS, and the HP site and HP Support Assistant utility say that all drivers are up to date.

So it seems to be a Windows thing, maybe driver? However, I have already tried all of the things that I have found online to try to update the keyboard and touchpad drivers, but they were no help. I have spent a lot of time in the Device Manager looking at a lot of details of the keyboard driver and all looks OK, at least as far as I can tell.

I am also wondering if it could be a hardware issue, but, like I said, they work in the instances mentioned above. I did see this post, but it doesn't seem that the OP found a solution, at least not one that was posted:

I found that the keyboard and touchpad do work in the BIOS and also the low-level pre-boot areas of Windows.
That would mean that the drivers are the issue or the OS is corrupt. You might want to see if you can hook up an USB driven mouse and keyboard and if you can get some form of fucntionality to backup misison critical content.

After backing up data, I'd reinstall the OS in offline mode, after you've recreated the bootable USB installer.
