Keyboard writes wrong letters for wrong keys

[Perplexed in Vancouver]

I have been doing some research on foreign language website lately and now when I press the apostrophe key or the question mark key on my keyboard I am getting the letter 'e' with different accents on it. How can I fix this?

Maybe the keyboard language was changed. You can change it back on the control panel. I just can't remember where exactly
