Killer bargain, but broken

Hello. This dude is selling this monitor for 100euro, the LG 32GK850G-B (a very good monitor indeed) BUT, he's claiming that some sort of error has went in the panel and the picture looks like this: https://www.kupujemprodajem.com/big-photo-63890493-2.htm. Is it, by any chance, fixable???

That panel is cracked and not usable (or fixable). Run away fast from this one.
