Kingston Hyper x wont run at rated speed

I have been trying to get my ram to run at its rated speed of 1866. If I have all settings to auto in bios the ram runs at 1333. If I simply change it to 1866 it will not even post. My monitor will not even turn on and I have to pull the battery from the motherboard for a while to even get it to turn the monitor on again. I even tried 1666 and same deal. I did get it to boot at 1666 once but it blue screened right away on the windows loading screen. 1333 is all it will do.

Now here is the funny thing, I took the FSB from 200 to 250 (with ram set to 1333), adjusted the HT and NB speeds accordingly. This put the ram at 1666 and CPU at 4.4ghz.. It booted up and runs better than ever. I ran prime95 while browsing the web with no issues except for temps (still on stock cooler). Timings are 1t 9 9 9 24 33. Why if all is set to auto with the CPU running at 3.5 will it not even post but overclocked it all works fine? Im really lost on this one. Shouldnt the ram at least do 1866 or slightly more if overclocked?

Specs
System is old but Its really all I need. I just upgraded it a little from an X2 270 and HD7770. Also just added SSD and latest BIOS.

FX-6300 Set to 1.3V
HyperX 1866 (KHX1866C9D3/4G) X2 Dual channel Set to 1.65V Installed in slot one and two
WD Blue SSD
OCZ Powerstream 520W PSU (Old as shit but has never failed for over 13yrs LOL)

I am setting it in the BIOS. All settings on auto except for the ram is set to 1866 in the BIOS. No post, no monitor, Have to pull the MB battery for a while to even get it to POST so I can get back into the BIOS. I have it running 1586mhz right now and that is the best its gonna get, If I even go to 1600 I have blue screen or random lock ups. CPU is at 4.4ghz and it seems to run pretty well. Just cant get the ram speed up. I just dont understand why 1866 ram wont run at its rated speed in a MB that clearly states it supports it. I do have the most recent BIOS.

Might well be that the Memory Controller just won't support that ram up to it's rated speed. The older AMD can have more difficulty with that. By overclocking did you give the MC a boost as well so why it's gone up a little. Can try to locate the voltage for the MC and give a little more,like 0.05V,see if that helps.

To locate the MC voltage, look for something like CPUVTT, DDRVTT, QPI/VTT or VCCIO

This might be a compatibility issue then. Jump into your motherboard manufacturer's website and find the tech specs to see if it even supports 1866Mhz. And then check on the QVL list under the support tab and see if your model is listed there. Every motherboard will support different RAM sticks.

I just thought Id update here that I found out what the issue was. The timings 9 9 9 24 were for 1333 default speed. When running at 1866 it calls for 9 11 9 27. I guess that second number means a lot cause I changed timings to this and it booted up fine at 1866. I actually have it running at 1912mhz at 10 11 10 27. Gonna see if I can get it to run at 2000.
