L.A Noire Framrate issue

So i bought L.A Noire and it worked perfectly fine on all quality settings, but when i restarted the game it's fps was about 10. I tried lower the settings to all performace but it still lags and is still about 10 fps. Please help!!

The game is capped at 30FPS. Also, the game is supposed to be a rubbish port. My specs aren't as good as yours but even I suffered FPS spikes.
