LAG and Bad Hard drive? Cant Diagnose.

So first of all my PC specs:-

Intel Core2Quad Q6600 @ 2.4GHz
DDR3 4GB Single channel RAM
NVIDIA GeForce GT630
Gigabyte G41MT-S2PT Motherboard
1.8TB HDD

Was running Windows 7 Ultimate, currently Windows 8.1.

Got it built in March 2014.

So guys my basic issue is lag. And by lag I mean random freezing for a few seconds. Its not bad enough that I have to restart but it takes around 5-6 secs to recover. So I can move the pointer around, maybe even be able to minimize sometimes the cursor turns to that circle loading icon, but it also gets as bad as saying that the program has stopped responding. But its a definite thing, happens no matter what. Even happened while I was typing this out. I cant target it to a certain program. It will happen if I open My Computer, or a Drive, Chrome, play a movie(in which case ill be able to hear the sound normally but image will stop and when it recovers it will fast forward to the new scene) Also its overall much slower, not as snappy as it used to be. Now I've tried Windows re-installs (Windows 7) around 5-6x times, completely formatted the HDD, still didn't fix the issue. I got it checked by a computer shop (the guy is not a professional just someone who knows how to install Windows, put in take out hardware, just really basic knowledge, probably more than me but still very basic) he said that its minor lag nothing significant. But I've used my computer since March and I know this didn't exist before only started happening a few months ago, it was smooth as butter, so this is really annoying to me. So after taking my computer to the shop the 4th or 5th time for Windows he finally said that it MIGHT be a problem with the HDD. Because I live in a country with power cuts and majority of the time the computer is not properly shut down. And in between these re-installs I've encountered the Blue Screen as well. He said that I should try getting a new HDD. Now I wont be able to get a new HDD of the same size probably a 250GB or something so before I compromise on the space I want to be sure that its the problem.
I got it checked by another guy who also re-installed Windows 7 and he too couldn't really identify what was wrong. He said that it might be less RAM but I know for a fact that's not the case because I was playing Dota, Skyping, had Chrome open as well as Steam and it would have no problems. Now I've run the chkdsk thing, the Windows Defragger and CCleaner and Advance System Care, Avast basically tried everything to ensure that's its in optimum state but the lag is still there. It cant be a virus because I've formatted the HDD 2-3 times. I'm really desperate now.

My computer is my baby and I feel like a mother with a sick child who even the doctors cant cure. 😀 Any help would be appreciated.
Also if I need to I can spend some more and get another 4GB DDR3 although I don't think that's the problem.
 
ram is probably not the problem,
HDD does seem like the only thing that could be the problem, but maybe u should try to install that HDD in some one else's computer just to be sure.
and also,
get a UPS
 


I'm definitely getting a UPS solely for my PC now. I've actually tried running it on my homes UPS but I guess it cant support it because the monitor goes black, the PC continues running but there no response, and then I have to restart it.
