Lag, but internet is good, need help.

I need a solution. I'm kind of getting confused about my online gaming. Here's the problem, I have a wired connection, my PC is custom built (specs released down below), and my online multi-player games have a rubber band effect. I was playing World of Tanks yesterday and my ping shot up from 45ms to 999ms, then back down, rinse and repeat. This also happens on other games as well like Chivalry, War Hammer: End Times, and others. Anyways, I know this issue isn't just with my PC, but also my XBOX ONE S. Both rigs are direct connected via cable. I checked my internet speed, it checked out. I did a ping test, checks out every time. Am I missing something?

PC specs as follows:
MSI G45-87Z motherboard
16 GB of Patriot RAM
Intel i5 4670k @ 4.0ghz (OC)
MSI "Golden Edition" 970gtx 4gb
Windows 7 64bit

Looks like your source of your internet may be the issue. Is there any device acting as an intermediary between the PC/console to your ISP(like a router)? If you're working with a router, please pass on the make and model of the device. Similarly, if the issue can be looked at your desktop first, make sure your motherboard BIOS and chipset as well as your networking adapters drivers are all up to date.

It might also be that the game servers are experiencing some issues. I've had some instances whereby the ping shot up to 999ms when on World of Warships, turns out my ISP was running a scheduled maintenance.
