Lag caused by hard drive (i think)

Hello, so i had low fps on low graphics in games with a Gtx 660, so i thought it was cpu, because it would usually work at high %, sometimes 100%. so i changed my cpu and mobo, now i have: Msi h81m-p33, Gtx 660, intel i3 4690, 2x2gb ram @1337mhz and wdc wd10earx-00n0yb0 hard drive.
Now for exaple i play wow and when starting a boss i have like 10sec lag spike and my hard drive is working at 100%, ram at like 70%, but after the spike i have smooth 65fps (capped at 65) until the end of boss. And when i play Gmod i have no lag at any time. I tried looking for bad sectors, but 0 was found.
 
Solution
Hard-drives won't cause performance issues, once a game is loaded the hard-drives impact is minimal. You need more RAM 4 gigs is not enough, your "upgrade" was not sufficient, that is a weak PSU, and the graphics card is low end and old. Not trying to be harsh, but that's the truth.

WOW is very different from Gmod. Gmod is very low on graphics requirements with little being rendered, WOW raids and bosses with all the players and spells can be very demanding. Either upgrade or turn down your settings.

so you are saying that startup programs affect the game?

He is saying if you only have 4 gigs of RAM, its quite possible that programs that you don't need are starting up and eating up your memory. Then when you go to run a game you run out which is very plausible on such a low amount of memory.

That WD Green drive CAN cause lag type issues. It has a built in spin down timer that windows cannot override even though it lets you change the setting.
Once the drive spins down it takes a few seconds to spin back up which is where the 'lag' comes from. Otherwise, for a 5900 rpm drive they are fairly quick.
