Lag caused by monitor?

This seems hard to explain, but i've been having this particular problem for a while now. All my games start progressively turning choppy whenever my FPS drops below 60. I tried various vsync settings ,but to no avail. However, just before i gave up, i tried this:
I locked a game to 30 fps (Horrifyingly choppy on my build) and then streamed it to laptop via steam.

Surprisingly it was butter smooth (well not butter, but definitely console level). But what exactly is causing the choppiness on my build? Changing monitor settings doesn't seem effective.
 
Hmm, then i doubt it's your monitor, what about the rest of your PC specs? (although it's possible you have a defective monitor maybe)
Have you tried maybe hooking up your PC to an HDMI TV or something and seeing if there's still the choppiness?
Or tried another video cable?
 
Did you find a solution to this? I am having the exact same problem although i haven't tried streaming it to some other screen , anything less than 60fps feels choppy no matter what game i play its an old VGA monitor so that could be thw issue
