[SOLVED] "Lag" in desktop/Game/browser every 2 mins

Hi , using an asus laptop
I7 7500u
16gb
Ssd
940mx
Win10,
Windows is updated , Nvidia drivers too,
Every 2-3 mins I have a lag spike for 15 seconds , even in desktop with nothing on , the curser jumps around (fps drop probably to 4-5)
Sound gets stuck too .

A video I recorded just now of me watching a video -disk and cpu usage are fine . (please help 🙁 )
I also have a video of this happening in dota 2(game) , getting 14 fps for 20 secs and back to 90

It doesn't sound real good either

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any Microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a start up program. You should, over a number of start-up's. restart the programs you stopped to isolate the one that is to blame.

what model laptop?

Ill make sure to check once im home , btw yesterday I realized:
This happends only when the laptop is charging , doesnt happen once on battery , Could it be because of faulty charger ? Maybe the laptop is not getting enough voltage ? (Since its taking it directly from the outlet?)
