Lag In Games With Good Stats

So, I have always had this problem but recently it has become more apparent and created some games unplayable. In games I always have decent to good fps and good ping. The problem is that I often have weird moments of stuttering, momentary freezes, and what looks like rubber banding. I have no idea what it is that causes this. There are a couple of leads I have but I do not know what to make of them.
Here is all the information I can think of:

• 
  In csgo I often have small increases in choke, and when I get this I have a stutter or rubber band looking thing.
  
  When I open MSI Afterburner to look at my GPU usage there seemed to be sudden spikes where it would be at 50-60%, and then the power and usage would dip to 20%
  
  

This is really confusing to me because I do not know what the problem is or how to solve it. If anyone could help me try to fix this I would really appreciate it. If you need to know anything I can tell you it so you can help me. Thanks.
