Lag in one game :/ (csgo)

Hey guys i have fps drops at csgo

its stuck at 100 or under fps and then is 150 for like 1 second and then like 140+ for a Second too and then its stuck at 100 or under 90(sometimes 30fps too :/ )

all lowest settings

specs : gtx 750ti
amd fx 6300
ram : 8gb

(note; every gameplay on youtube people have like 200+fps on my settings and i used to have more too)

i think all other games run fine

I'm sure there is some .ini file or setting in game that has a fps cap or something? Check for one of those first
