Question Lag issue

Hey everyone, im saff nice to meet y'all. I came her to ask a couple questions if thats possible. So okay i have a gtx 1060 3gb, and i know it isn't the best card at the moment. But is should run fine right? So my problem is: I'm having huge lag spikes etc. And i wanted to buy another GPU. But im scared because i dont know if its my gpu that makes it lag. Someone that can help me? Here are my specs:
