Question Lag on game, but my specs is meet the recomended

My laptop specs
Intel i7-2640M
AMD Radeon HD 6470M
Ram 8GB
Windows 10 64 bit
its all meet the recomended specs for PES 2016 for high setting, but why every time i try to play the game, fps is below 40, i set graphic to medium or low but still not have fps improve

check power setting if it is on high performance, plug in your power cable. see if there is anything else occupying cpu? cpu temp?
