Lag on specifig game with low requirements !

Hello guys i have WORST LAG ever which makes the game UNPLAYABLE.
The game is called MU online and the requirements are:

Requirements
Operating System Windows XP
Processor Pentium 4 – 2.0 Ghz or Higher
System Memory 1 GB or higher
Video Card 3D graphics processor
DirectX Version DirectX 9.0c or higher
Hard Disk Space 2GB or Higher

The pc which has lag is:

AMD fx-4100
Nvidia gtx 750
Ram: 4gb
Windows 10

The game is unplayable while there more than 5 players around me.
It doesn`t help if i put graphics to low.
My video drivers are updated.

Update: After i download CPU-Z i manage to find that CPU consistently changing from 3.6Mhz to 1.4Mhz
3~5 sec on 1.4Mhz
1~3 sec on 3.6Mhz
and always changing !

My first guess is your internet connection, does the game tell you what ping you are getting?

Those cpu clock speed drops, as long as none of the cpu cores are running near 100% then that's fine, that game probably doesn't need much cpu power and the cpu is throttling itself.

No its not cus of my internet connection i have a good stable ping.
It lags in every server no matter the location of the server.

P.s requirment says 2mhz or more and my runs at 1.4mhz which cause the lag i guess but not sure.
It runs from 1.4mhz to 3.6mhz and changes every 1-2 seconds.

What is the ping in the game to the game server?

You cannot compare CPU's just using Ghz, maybe it meant more back when a P4 was relevant but today it means very little. Your cpu is significantly more powerful than an old P4. What is the cpu core usage while in game, are any hitting 100%

I have stable 50~100 ping but when noone is around me the game works just fine but if someone is around me and casting spells the game is unplayable.

The CPU hits 20% while im ingame

Whats the cpu's temp under load? If it's hitting 1.4ghz under load then the cpu is either thermal throttling because it overheating or because the VRMs on the motherboard are causing the throttling.

Its around 70 degrees.
Its not hitting 1.4ghz its changing from 3.6 to 1.4 no matter if its under load or not.

P.s im able to play way more heavy games without any lag but in this particular game it lags like crazy.

70 is thermal throttling territory for that cpu. Clean the heatsink and you may need to reapply thermal grease as the current stuff maybe be dried up.

P.s but is that real problem cus other games doesn`t lag that way.
