Lag Problems, Graphics card is MSI R9 380 4Gb

My Pc was a pre-built one from 2 years ago, so i understand its most likely old and outdated, so i considered buying some new parts, i consulted some friends who had built pc's and they suggested they would look into it, which they did, and im grateful for but now 2 weeks later, i have the card installed with the new PSU and im having worse performance then when i had my old parts in there and its annoying me a lot. Im having problems in all sorts of games, League of Legends being my main concern seeing as it is my main game to play.

In league ill get a solid 25 ping and a crappy fps of 07-46 unstable and unreliable and hits the fan when i hover over minions or champions.

PSU: Corsair CX750 Builder Series CX 750W ATX/EPS 80 PLUS Bronze PSU

Motherboard: Gigabyte Ultra Durable GA-H81M-S2PV

Core: Quad Core Intel i7 (With 8 Logical Processors) Intel Core i7-4770 CPU @3.40GHz

Ram: Corsair vengeance 8Gb x2

Before i added the new Graphics Card and PSU i had a AMD Radeon Hd 6670 with a really bad PSU ATX-500B and they secured me a solid 60fps on League at max settings. Please help someone.

EDIT: My friend said something to do with Throttling is my problem, i dont have a single clue what that could mean at all, but if it helps at all its a start. Also, yes i have Updated all the Drivers, AMD and Intel, i did them all, i used the MSI Live Update 6 for it all.
