Lag spikes after messing internet settings

Ok So i was having ping spikes in csgo so i tried a little fixes from the internet. I messed my internet settings of like ipv4 in network settings of win 7 and since then i havent been able to play without low ping sometimes its okay but when soneone watches youtube in my house ping goes to 500+

Reset your settings?

If you have very low speeds, especially upload, you can't do anything but talk to your provider to give you a little more juice, or find a better provider. Also do a test on http://legacy.speedtest.net/ see if the value is constant or the line goes up and down, then your provider is at fault.

Yeah about the reset i have done with cmd commands but dont know if theres something more to it than this.i have 1.60~ upload speed is it too bad ?

1.6 Mbps or MBps, if it's the first, it's pretty bad. I know people playing with speeds like that and share internet with family, they can't play unless every other device is closed.
