lag spikes and upgrades/overclocking

I dont really know what topic to put this under so I hope people dont get mad. My specs are 750 ti gpu, g3220 cpu, and 8gb of ram. I play alot of bf4 and run ultra settings at 50-60 fps. But I get lag spikes about every 10 seconds and it drops to like 10fps. I know my cpu is well... shit to say the least but since I have a h81m-k motherboard I cannot overclock it (yes I have looked it up). I need help as to either fix my lag spike problem and/or help with somehow allowing or forceing my motherboard to overclock my cpu in which case I would need to get extra cooling system so I could use help with that also. Fix:
Start task manager
Go to processes
Right click on game exe and set priority to high or realtime

Fix2:
Use game booster

Fix3:
Do a clean OS installation
