Lag spikes in Rust and other games but high fps

My pc specs:
GPU: GTX 1050TI
CPU: I3 7100
Memory: 8gb ddr4 (2x4)
Motherboard: b250m pro-vd
Windows 10

I can play Rust at max fps on highest settings, but i get lag spikes, i tried with low settings too, did not make a difference, also happens on gta 5, but it is less noticeable, and i don't know why, my ping is under 30ms, i have all my drivers up to date, i tried disabling one drive from windows 10, disabling xbox and disabling downloads from other pcs, none of them worked, i searched everywhere for a fix, i can't play a game now without having to deal with huge spikes happening at every 5 seconds, and other games like cs go have no lag spikes when i play,
any help is appreciated

What's CPU/GPU/RAM/Disk usage while gaming? Temps?

Memory sits around 80% when playing and processor is always at 90-99%, graphics card is always 99% but i don't know the temps. When not playing it memory sits at around 40% and processor at 30%

^This is your problem and when it hits 99-100% your going to get those dips. Some software on your system is causing this high usage as normal gaming usage should be less then the GPU (example CPU=60%, GPU 99%).

Actually i have played again and i was wrong the processor is at 50%.

What about temps? Use HWmonitor to record temps while gaming and your lag spikes.

What is the exact max temp for the CPU & GPU?

the video card is at 42-48 celsius, the processor is between 54 and 60 and motherboard is at 30 celsius

Have you tried setting Rust to High Priority in Task Manager? Also if you have the game via Steam try going into the properties and then verify the game files.
