Lag Spikes on CPU heavy games

I have a gtx 1060 and an i5 4460 running on windows 8.1 with 8gb ram and ive been running into some issues with games like : just cause 3 and final fantasy 15, final fantasy is playable with a minor spike once in a while but just cause 3 is unplayable for me and i run it in like 1-10 fps on low-medium settings so i was thinking that my pc is probably a bottleneck and its because my shitty cpu so i wanted to verify that and check if theres something i can do to stop that before i upgrade

Is that 8GB RAM 2x4GB or 1x8GB ?
