Question Getting Lag Spikes/Stutters in Fullscreen Games ?

Hello Everyone! I've recently had a problem that has caused me a lot of stress. I've been experiencing random lag spikes/stutters in many games while in fullscreen. For example, in Rocket League I usually run at a constant 75 fps, but because of this stutter I will drop from 75 to 10-20 fps every other second. This problem is similar in other games as well. I've looked online and all I can find are forum posts from a year ago and the solutions they recommend don't really help. Any help/ideas would be greatly appreciated. Thanks!

Ryzen 7 2700X
32 GB G.Skill DDR4 Ram
