Lag spikes when playing Dota 2 and Heroes of Newerth

My computer gets lag spikes when playing these games. I'm under the impression that its not a hardware or driver issue considering I just reinstalled windows and the same issue is still occuring.

Specs: 4770k
Samsung 840 Evo
Msi z87 gd65
EVGA Gtx 780

Here is the link to the netalyzer if you guys are able to make anything of it. I believe the issue is most likely with the packet loss although I have no idea how to fix it.

yes, it's the packet loss. what is your connection setup? is it shared or your personal? if it is personal, ask your ISP. If it is shared (with your family), tell them to stop streaming.lol

It's shared but I'm generally the only one using the internet. I have 25 mb download and 4.5 mb upload too so I'm not so sure that's the reason for the packet loss.
