Lag spikes while gaming on my semi high end build

Hi, ive been gaming for years now, I have had this motherboard for maybe 2 years which was then running the fx 8320 i have now with a gtx 760 then, Now i have a 1060 6gb with the same cpu and a new ssd as well as 16gb of ram, i dont understand why i get HUGE fps spikes and stutters when playing games?? doesnt matter whether i have programs on in the bkg it makes no difference ive tested if it was overheating but all temps were stable during gameplay, i have also tested my Cpu for any problems or possible faults using AMD overdrive to no avail. Im hoping someone out there has some kind of solution to help me. The games this happens in is pretty much all of them, from CSGO to BF1. This isnt a cheap build this cpu and gpu should be totally able to run these types of games.

fx8320 @3.9ghz
gtx 1060 evga 6gb sc
16gb hyperx 1600mhz
240gb SSD WD green
2x 500gb HDD
600w corsair PSU
M5A97 R.2 mobo

you have a low end cpu

are you monitoring temps while playing a game?

if the cpu goes over ~60 degrees it will begin to throttle
