Question Lag/stutter when choosing dialogue in Fallout 4 PC (and other games, possibly sound related)

I've been dealing with this problem in many games (Life is Strange, Heavy Rain), but it became quite apparent for me especially in Fallout4. When I'm choosing a dialogue option for my Sole Survivor, before he says anything, the game stops for less than a second but it is certainly noticable. A very similliar thing happens when I click Tab to open PibBoy. It looks as if the game was waiting for a sound file to be opened or other things like a script to be loaded. Otherwise, the game is running at stable 60 fps. I have no mods installed and it's been the same since I started playing.

Here are my laptop specs:
  • Acer Aspire A715-72G
  • Intel(R) Core(TM) i5-8300H CPU @ 2.30GHz
  • Windows 10 64-bit
  • NVIDIA GeForce GTX 1050 Ti 4GB VRAM
  • 8GB RAM
  • 256GB SSD + 1TB HDD (FO4 installed on HDD)
What I've tried so far:
  • I've changed bitrate from 24bit 48000Hz to 16bit 48000Hz/41000Hz, the latter appears to made the problem less frequent and less loticable.
  • I reinstalled my sound and graphics drivers - no difference.
  • My Realtek driver comes with Dolby Audio - disabling or unstalling it didn't make a difference.
