Lag when gaming

I experience lag when playing advanced warfare with my friend when Skype's running (haven't tested it when Skype isn't running)

I5 4460 3.2 GHz
8gb ram
Geforce GTX 660 oc
windows 8.1 64 bit

when playing i experience different kinds of lag like stuttering or heavy frame drops any solution would be appreciated.

Check your temperatures. Its possible you have thermal throttling. Let us know how gpu and cpu temperatures are. Also, you may want to test it in the most basic configurations (nothing in background) and verify your drivers are up to date. Antivirus programs can also cause stuttering, as well as peer to peer software.

So it's FPS lag right? Not internet lag.

Try updating your graphics drivers, and if you mean overclock as in manual overclock (not factory overclock) then try bumping it back to stock.
