Lag with gtx 1060 3gb

I just bought a gtx 1060 3gb.
And is it supposed to only give me 15-26 fps in fallout? If im in a building it can go up to 60 fps. But outside it gives me 15-26 fps. Any fixes. I have all my drivers up-to-date, I even tried to re-install the drivers by removeing them and installing them again. No changes. So is it a good idea, to reset my whole pc? If you know a fix let me know.

if you change settings and get the same fps then that points to the cpu as the issue

you need to monitor cpu temps while you play

that game requires a good cpu to go along with a good gpu


you cant just add a powerful gpu and expect great fps
 


Yes, I have a i3-4160 cpu. I heard it was good enough. BecauseI my friend also have it (I3-4160 and gtx 1060) so im just asking why my doesn't do like his?
 


are you trying to run it on the same settings and resolution as your friend?


you need to turn down/off all cpu intensive settings like god rays and shadow distance
 


Well, at first I had it at Ultra settings, then high, then medium, and In all of them I turned god rays
To low. But I get the exact same fps in all of them.
Right now I play at medium. But my friend has it in high. And note: this isnt only fallout, but in many other games like no mans sky.
 



Hmm... will resetting my computer help?
