Lagg in pc windows 8.1

Windows 8.1 lagging even after changing motherboard and hard-disk my pc specs are 15-4460 , motherboard gah81ms , Seagate 1tb 5600rpm barracuda ,gtx 750ti , 16 gb ram korea 01 and hyper x fury both 8 gb,zebronic 450watts, pls help is it a software problem or hardware
