Lagg spike issues?

So, Ive had this computer short term, its a beast. Specs are gtx 760, Intel i5 cpu 3.0 ghz, 8 gig ram, so, yeah, nice, my problem though.. Not fps, but lagg spikes. Ive tried two games already, one is a FPS game, I get delays, like, (I'll attack something, it delays, so I attack it later on, and etc) other is an MMO, same thing, attack an imp, bam, delayed, hit a skill, delayed.

Major annoying. Ive reset my router, Ive done a system restore back a day, (Cuz this did not happen yesterday) And still, the same thing happens.

Im at my wits end, and require the experts here. I am not expert myself, so, try go easy on me with the techy knowledge.

(EDIT: I tested offline games, like Skyrim, NO lagg spikes delays, so.. theres that as well)

So, Its still there, I dont know what to do. If I use another router I have and the issues is still there, what could that mean? It hasnt happened to me before, and Ive had the same setup, (Router, and modem downstairs, Im up stairs) Let me know what info I can give to you all.

Sadly, just rubberbanding all over the place sucks, especially in Diablo 🙁
