Lagged frames, Streamlabs

Alright so while I am streaming high intense games, my GPU goes to 100% while the temps are about 63o. Now when I stream with that GPU at 100% I get lagged frames which makes the game look stuttery while maintaining almost over 100fps. I have tried limited FPS to 60 but the GPU is still at 100%. I know this is good for gaming to keep the GPU at 99,100% but for streaming it's causing lagged frames, is there any fix for this or can I just not do anything?

i7-8700k Overclocked to 4.5GHz
Corsair H55 AIO Liquid CPU Cooler
Asus Strix z370-A Motherboard
16GB RAM DDR4 Corsair Vengence OC to 3100
EVGA Nvidia GTX 1070 (8gb)
Kingwin Lazer 1000watt PSU
Seagate Barracuda 1TB 7200 RPM HDD
Samsung 256 GB SSD

temps for CPU are 30-40 idle and 60-70 heavy load.
temps for GPU are 40 idle and 70 under full load but with games, only its around 63.

Streamlabs settings:
Bitrate- 5550
resolution- 1600x900p at 60fps
base resoultion is 1080p
encoder is x264
downscale filter- bicubic
preset- faster
profile- high
