Lagging in games after buying new parts.

Hi, so I was having a issue with my pc I had a dual core before this cpu and I was lagging really bad ingame I bought a quad core cpu and a new graphics card and it was fine and now i'm having the same issue games like cs go having alot of lag spikes and dropping alot of frames if anyone can help that would be great for some reason I think it might be the CPU Cooler as I'm using an Intel stock cooler so not sure if that can be the problem.

MSI H81M-E33 Intel LGA 1150
8GB Ram 1600
ASUS GTX 760 2GB

Yea 90 is to hot in general. In bios, your essentially idle so 90 is way to hot. Even a stock Intel cooler shouldn't let that happen. Did you reapply thermal paste when you swapped the cpus? Is the cooler fan plugged in and if so what is your fan profile?
