Lagging in games that i don't believe I should.

I have been kinda game hopping lately, trying to find that one game that grabs me enough to stick with it. While hopping I have noticed my computer lagging when I really don't think it should.

I have played Skyforge on high settings, the setting right below max with zero lag other than server lag occasionally. Then I go try out Swtor after not playing it for a year or so and I am lagging in the starting zone, it is a weird kind of lag too. Every few steps my guy takes the screen will kinda stutter for a sec like it is skipping a few frames, and it is very consistent I can duplicate it every time. That drives me insane so I stop playing it.

I go play Tera instead and again I get the same issue, But this one may be more normal I notice it only happens when I am moving and my computer is trying to load something new in the distance. What's weird about it though, I don't remember it ever happening before when i played it last year.

The only thing I have changed on my PC in the last year is the video card, I upgraded from a gtx460 to a gtx760. I would think that would gain performance, not lose it.

Does this sound like a hardware issue? Do these 2 games always lag anyways due to poor optimizations? I would love to play SWTOR again but that skipping is driving me nuts.

I can fraps a video of it later and post it if needed.

Any help is appreciated,
Thanks.

PC specs:
I5 3570k
16 gigs of ram
GTX760
Corsair TX650 PSU

Yes, even on the lowest settings it still does the same exact thing. Not so much in Tera, If i drop the settings in Tera it runs way better. I'm not so much worried about Tera I think it is normal. But SWTOR is not normal lag, I have never seen lag like this. it is really weird and annoying.
