Lagging in vampyr, mafia 3 even guardian of galaxy

My games ie Mafia 3 vampyr etc are lagging and not giving consistent 60 fps and even setting everything to low it doesn't give me any change in performance it's like there's no meaning of those settings does anyone know what might be the problem?
My specs- ryzen 3 1300x, rx580 8gb, 8gb ram 2400mhz

You suggest cpu might be bad?

perhaps just underpowered to hold consistent 60fps, or something else is using processor power so that it can't maintain 60.

Recently i was playing rise of tomb raider on very high and i had few lags on 2-3 areas but overall no problem it was very enjoyable but just 2-3 days have passed i don't know what i changed but frames are going 30s to 60s very quickly which is not playable
I'm going to have clean windows install and all drivers as I did one thing which was updating radeon driver and it caused flickering screen so i removed it and installed previous version but flickering didn't just go quickly but took few minutes but i think it might have done something so im going start fresh anyways thanks

Everything looked fine that's why had to do fresh installation anyways nothing was there so it was easy to do it and now I'm playing watch dogs 2 without lags
Ofcourse sometimes frames go below 60 but but its not laggy anymore like before
