I've noticed recently when I play league that in team fights I get some fps issues and some random lag spikes. Also that When I play league it seems as if it is only utilizing the first 4 cores those where the ones going anywhere from 1-20% when I was playing and monitoring them. I made sure to check that affinity or whatever it is called is set to all of my cores. I also saw that my cpu utilization is never above 30% is that normal? Oh and one more thing I also saw that when my cpu is under load it doesn't split the load throughout all my cores very well at all like according to a few cpu speed monitoring programs 2 cores would be at like 5ghz speed while the rest would be at like 1.5. Anything I can do to fix this? I updated my gpu driver that didnt seem to help and my cpu temp while playing gets t like max 110F and my graphics card almost never goes about 120F

In terms of the cpu usage, most games/applications will not use any more than 4 cores. Not many games will fully utilize 8 cores with a few games like gta 5 being an exeption. Also 2560x1080 is quite a high resolution, i would check with other people with the same or very similar system specs to see their framerates. If you are playing on wifi connection you can do a bandwidth test at www.speedtest.net to check you are getting acceptable bandwidth over wifi.

As for the different speeds of your cores, most cpus with do that to save power and keep temperatures down. For example if you are playing a game that only uses 2 cores your processor may have those 2 cores at a higher clockspeed for the required performance but then run the cores that arent being utilized fully at a lower clock speed because you dont need to use the extra power for your backround applications.
