Lagging, shuttering in games

Hi,
i have problem with my pc. While playing games (CS GO, GTA V etc.) i notice frame drops and freezes (for 1-2 sec). In CS:GO i have ~298fps but freezes makes it unplayable. Same story with GTA - about 100fps and freezes a lot.
I have newest beta drivers. Temperatures are normal - while playing CPU ~60^C and GPU ~75^C

my pc:
i5-4460
R9 270
4GB ram 1333
HDD 7200rpm

Also i build pc to my friend with same cpu and gpu and on his pc all games all liquid smooth :r

Yea im plannin to upgrade to 8gb but i cant right now (lack of money).
I think that must be another problem too becoz other, older games (system requirements are 4gb ram or less) are also running bad.

@edit
I already turned off unnecessary programs at start-up but ill give a try with virus scanning. What software do You recommend for that?

Im scanning right now for viruses. It's about 90% finished and nothing found.
My ram usage at this moment (running scanning, chrome and steam) is ~2,5GB at use. I'm gonna check how much is used while playing games after scan finishes

So i finished scanning and 2 viruses were detected. I removed them, rebooted pc and launched both games. In CS:GO i can play smoothly with no lag now! In gta still shutters sometimes. I checked ram, cpu and gpu usage during playing gta and:
- ram is about 2,9-3,1GB usage in centre of Los Santos so ram probably isnt a problem
- cpu is 96%
- gpu is ~80%

so next thing im gonna do is decreasing video settings and we'll see if it helps

I made deeper tests (playing few full matches in cs and about 2 hours in gta) and there's still problem.
In gta computer after some playing completely freezes pc and dont respond for anything. I have to reset to get to work. Moreover some little freezes appears in both games (for 1-2 sec). Ram usage in cs is only ~2,4GB so it must be another reason for this.

I'm plannin to full format pc and if that not helps maybe I'll borrow RAM from somebody
