I am lagging in wow with a r9 295x2. Nothing is running hot. I have a 4k monitor and regardless of the resolution I put it on I am experiencing lag( I tried turning it down thinking it would help); it is almost like a stutter, it will be running at 60 frames and just drop for no reason I could be just standing there. It would stay at 60 in a 40 man stay that way during combat and then just drop randomly. This also happens regardless of it being on good, high or ultra. Nothing is overclocked. Any help would be great.
I have:
8g Gskill
850w evga gold psu
asrock z77 extreme6
i5 3570k
windows 7 64 bit

Solution
Your right ,I was basing the amps on the earlier model not the G2.
Amd Recommend the power supply can deliver 45amp on the first connector and 28amp on the second .That's 73amp recommended.
I'm not trying to encourage you to spend money on a Psu but if you get no joy it may be worth exploring this avenue.

Quick test: run a different monitor with lower resolution
If that doesn't fix the issues, run a GPU monitoring program and report temps, clocks, voltages here while on the 4k monitor.
Also, what brand is that card and what memory size does it have?

Wow is badly supported in crossfire. As your card has 2 x gpu on board it is technically crossfired.
Open up your Catalyst Control Center
then got to the gaming tab then 3D Application Settings.
Then where it says ADD click that, then add your WoW or WoW-64
Then scroll down to where it says AMD CrossfireX.tm
Then make sure Frame Pacing is switched on(this option is only currently available in the new 13.8 beta driver)
Then where it says AMD CrossFireX.tm Mode, click the box next to it and choose the Optimize 1x1 option, then save it boot up WoW and enjoy your now silky smooth Crossfire performance :D

That helped it a little bit, it is staying at 60 better but still getting stutters. It staying at like 55-60, every now and then it will hit like 40 and stutter. It happens for like a split second and then goes back up.

Maybe we are looking in the wrong place . I suggest you download a little programme called DPC Latency checker.
It will allow you to see if any of your drivers are not up to scratch . Its very easy to use .

Ive been checking your PSU ,It seems you have only got 64amp on the 12v to play with. That's the max.The card you have is powerful (equal to 2x r9 290x). I think the Psu is at it maximum trying to feed the card. I have 2x r9 290x and Im till waiting for the postman to bring me the psu to run both as My 750w corsair is no where near being able to run these cards. Great card btw.
