Laggy/Choppy scrolling and general blurryness

I purchased a new video card yesterday and its a R7770 pretty nice card and all but every since i replaced it i have problems with the looks of my monitor. When im just looking on the internet its choppy looking and same with playing games. Its also really blurry at all times im not sure what to do. I have a similar problem as the person in this thread http://www.bleepingcomputer.com/forums/t/491157/ati-video-laggychoppy-scrolling-browsing-after-messing-with-drivers/ He fixed it with something in ati cc the thing he said that fixed it was "SMARTGART" but i have AMD CC and there is no SMARTGART that i see. If anyone have any idea how to fix this problem that would really help. Thanks alot. btw Please dont tell me to download lastest drivers i have them so saying that wont help

no it doesnt. shows up normal but its messed up. And how would i do that exactly? you mean play any games? ive played league of legends and it runs great but still does the choppyness at times aswell

Have you changed any settings on the monitor itself?
If so, change back to default settings and let Windows ( and your video card utility) manage the monitor settings.
Blurriness seems to infer a very low resolution, what is your current (desktop) resolution?

The Video card works great on games no problems there. and my resolution is 1920x1080. I think my problem is that i dont understand how the AMD CC would help this problem because i dont really understand what i would press to improve it in their settings
