Laggy/Choppy scrolling and general blurryness

I purchased a new video card yesterday and its a R7770 pretty nice card and all but every since i replaced it i have problems with the looks of my monitor. When im just looking on the internet its choppy looking and same with playing games. Its also really blurry at all times im not sure what to do. I have a similar problem as the person in this thread http://www.bleepingcomputer.com/forums/t/491157/ati-video-laggychoppy-scrolling-browsing-after-messing-with-drivers/ He fixed it with something in ati cc the thing he said that fixed it was "SMARTGART" but i have AMD CC and there is no SMARTGART that i see. If anyone have any idea how to fix this problem that would really help. Thanks alot. btw Please dont tell me to download lastest drivers i have them so saying that wont help

Ensure you have the latest drivers for one thing.

How is the monitor connected? VGA/DVI/HDMI

SMARTGART does not exists any more since it is for AGP cards.

This does sound like a driver related issue for sure.

its a DVI monitor but i have converter to VGA to put it in the videocard for it to even work.

What driver version are you currently running?

The newest one that isnt Beta. i just found the lastest driver on AMDs site for r7770

Can you post a screen shot? Does the blurriness come out on a screenshot?
Have you tested any 3d applications?

no it doesnt. shows up normal but its messed up. And how would i do that exactly? you mean play any games? ive played league of legends and it runs great but still does the choppyness at times aswell

How is your CPU usage? Make sure nothing is loading it down in the background.

Cpu while just on internet is near none

So i went through all of my settings on my monitor and still nothing has helped

Makes me wonder if you have a defective card.

Honestly, That is just not right.

Do you have another system or a friends system to test the card in?

Have you changed any settings on the monitor itself?
If so, change back to default settings and let Windows ( and your video card utility) manage the monitor settings.
Blurriness seems to infer a very low resolution, what is your current (desktop) resolution?

The Video card works great on games no problems there. and my resolution is 1920x1080. I think my problem is that i dont understand how the AMD CC would help this problem because i dont really understand what i would press to improve it in their settings

Also the regular windows monitor controls seem to be completely useless

Any chance you can downgrade to catalyst 13.1 if possible? I had a font corruption issue in 13.4 in 2D mode.

not really sure. How would i check that cause all i did was go on there site and its the driver it said i needed

tried to go back to 13.1 and it didnt seem to work when i ran the download.

I had to uninstall 13.4 first. It was a pain in the butt but it is really last thing to try before replacing the GPU.
