This started after installing Asrock utility software, it black screend my pc causing me to hold down power button, ever since then its had these problems.
My issue is that when making a highlight box it freezes when i still move my mouse when it should disappear as well as the apps on the right side are laggy and skip over each other though the left side is smooth and fast. Im also getting decreased peformance in games and 'crackly/staticy audio' when there are loud sounds or alot going on, almost like the sound when someone talks through a walkie talkie.
Ive tried everything to solve this issue, getting a new ssd and putting windows on it. formatting drives, fully resetting windows, sfc scans, virus scans, defragging, updating drivers, disabling hardware accell, re-seating memory, resetting bios via cmos battery, cleaning pc, re-installing gpu drivers.
Ive got 2 monitors and it doesnt happen on my second one if there are no icons on it, if i move icons to the second monitor then the main monitor turns fine. So its like my desktop cant handle icons properly though it worked fine before this issue happened I dont want to have to navigate without icons either. Thought it was a hdd issue but wiht both hdds disconnected and only having the m.2 ssd in, the issue still stands.
