Ok, This is going to he a software issue. Since im not next to you i cant really do anything so i would suggest that you go to a IT expert. Dose your College have an IT office? maybe ask them.

still no work tho and im really annoyed by the problem i just want to relax while i watch a movie or vid but i have to keep moving the mouse to do soo any other solution i might try?

make sure in the power settings its set to high performance or balanced. Then double check in the advance settings that it does not power your harddrive off. If its set to do so, it will become laggy after a few mins when your HDD powers off, this is because your computer is no longer reading or writing any information to the disk therefore nothing is happening till you shake your mouse and the computer then wakes up, and starts up the HDD spinning again.

Also please download Speccy, and monitor your temps when the computer is on, watch the temps as you start a movie or start playing a game.

If your temps get to high the computer will begin thermal throttling which is reducing the power to the major component in order to reduce the temps. this can cause huge amounts of lag when trying to watch videos or play games. this is generally caused because your CPU or GPU fans and heatsink have not been cleaned in a while, or there is an obstruction with the airflow.

You want your GPU and CPU running under 70C. If any are above you have a cooling issue as well that should be addressed and will likely fix your minor lag issue.
