Laggy Youtube and Gaming

So recently I noticed that my computer was really laggy and slow. Even as I am typing this it is laggy. It started around two days ago when I(think) downloaded a program/file. I don't know which one because there was multiple downloads. My whole computer is laggy and youtube vdeos buffer fine but are still laggy. No virus's, ran CCleaner, Disk Defrag, restarted. Have enough hdd space. Help!

8GBs Ram. Gpu 67C(Seems high?) and Cpu 40C.

Depends is that under load temp and is it over clocked if the answer to both of those is no then its defo to high.

Depends is that under load temp and is it over clocked if the answer to both of those is no then its defo to high.

It's not under load and it's not overclocked. I have never had this problem before . . .
