Laptop battery won't charge

I have a Packard Bell TV11HC. When plugging the AC adapter in, it charges for 5-30 seconds, then stops. The battery and power lights on the casing keep flashing. Battery icon in the taskbar just says how much % is left.
It seems that it stops recognizing the adapter, yet my battery has now reached 0% and the laptop is still on. Works fine with battery removed.

Also I've formatted the hard drive with Ubuntu and Win7, makes no difference. The problem persists when the laptop is turned off. Everything was fine until a recent format, 3 more haven't fixed the issue.

I've tried the regular fixes - removing the battery, pressing down the power button for a minute; uninstalling and reinstalling the battery in device manager.

Please help.
