Laptop biiiig issue

my friend bought dell g3 3500 2 weeks ago, when i suggested he download intel XTU for benchmarking, he recorded that the core turbo time was automatically set to 56 Seconds and not 1 Second and whenever he changed it to 1 Second, after restarting it automatically sets itself to 56 Seconds again. He tells that while playing fortnite for 1hr with max settings, his cpu reaches 100 degrees and kind of locks his cpu....

GTX 1650ti 4gb
windows 10
1920 x 1080 FHD 15.6 inch 120hz screen

That's probably safety mechanism that kick in and preventing damage because of heat.

so its that his thermal paste isnt properly used which makes his fan totally useless?
gpu temperature is proper, but i have heard that when cpu hits 101 degrees it auto shuts down, but his fortnite kind of leaves the match automatically
