Laptop Consistently Freezing

Hello!
I have an issue where laptop, no matter what you are doing, freezes for half a second every two seconds. As you can imagine, this makes using this computer unbearable.

I've had it for around 3-4 years never having this issue. Recently however I decided to do a full wipe of the system because I had recently built a more reliable computer, but it would still be convenient if I would be able to take this one with me. I've reinstalled windows through their website the first time and the issue showed up (by the way, I had clicked keep select files). I decided to try and reinstall another time, this time through the settings (this time without the files, a supposed clean wipe). The problem persisted and I've tried many possible solutions.
[A quick side note, my background stayed the same through these processes, so I'm led to believe that not all files were deleted]


-I've scanned for any viruses, none have shown up.
-I made sure to check in task manager if any background process is causing it, but to no avail.
-I've gone through the BIOS, checking if there would be any solution, but I couldn't really find one.

What it looks like:

Task manager shows consistent small spikes (correlating to the "lag spikes") in the CPU, but is at a very low utilization percentage (Spikes from ~5% to ~ 20% back down to ~5% every 2 seconds, and it looks like the thumbnail to the linked video).

It is the Inspiron 15, 3000 series
Intel Core i3 3227U 1.9 GHz (3 MB Cache)
6 GB DDR3.
500 GB 5400 rpm Hard Drive.
15.6-Inch Screen, Intel® HD Graphics 4000.
Windows 8, upgraded to Windows ten (way before the problem, worked fine)

Thanks for any help you are able to give me, if you believe I just need to get a new one, give me a few valid reasons and Ill probably do that, thanks again!

Its most likely 3 things
1. Could be the processor being utilized wrong by windows so check for updates in the settings or it could be that the processor is just dated nowadays for windows 10 since a dual core at 1.9 ghz is pretty old. Did you make sure to download a temperature software like speedfan? It is free so you could check if your cpu is starting to thermal throttle severely.
2. The hard drive is now the one part starving the speed because of its own slower speed 5400 rpm is a bit slower than 7200 but it might be okay since the utilization is low I'm guessing?
3. Its just a dell. Trust me it sounds dumb but youve heard the stories, I hope? Ive even had three dell inspiron 1520's that though ran fine and had no problems even...
