Question Laptop Constant 30% CPU Usage on Idle (Windows 10 Pro)

As the title says, i have constant 28-30% usage on idle used by "System" process.

Going into details, its mainly the "System Interrupt" process.
As i understand, this process goes high, if there is a hardware problem in the system? Am i correct?

So, tested memory and SSD for error and there were no problems.

Also checked drivers. All the them were updated.

This is quite troublesome. If i use any program, the usage shots up to 90-100% and cpu fan goes crazy.
My laptop is a bit old. So, the fan makes irritating buzzing noise when it spins at max rpm.

What could be the problem?
