laptop CPU always at 3.6GHz even at 5%

hey, I have a question about my laptop CPU clock speed, I have an acer predator helios 300 running windows 10 with a base clock of 2.8 and a boost of 3.8 but my CPU is always at 3.6GHz or above even when just on the desktop with no apps running and the CPU utilization at 5-10% is it always supposed to run that high? I included a link to some task manager screenshots if they help. sorry if I posted this in the wrong spot, I wasn't sure where I should post this, I appreciate any help!

Try going into the advanced power profile in your power settings in control panel. Make sure the CPU power management is set to minimum 5% and maximum 100% with cooling policy set to active. You'll find this in the advanced power profile settings. This will explain how to get to those settings. Ignore that is shows Windows 8. The process is the same. Just make sure that both plugged in and battery power both show minimum 5% and maximum 100%.

Also, windows task and resource managers suck. Download HWinfo or CoreTemp and check CPU clock speeds and core usage using those instead. The windows built in utilities are practically worthless in...

Thanks for the help, I'll check on the settings, haha ok I'll download them and reply back with how it looks with one or both.
 
I like CoreTemp the best, for what it does. But sometimes you need a lot more sensor values from a lot of other hardware, or some values not available in CoreTemp, and that's where HWinfo shines. It's a far better utility than HWmonitor, Openhardware monitor, or any of the bundled OEM utilities that MSI, Gigabyte, ASUS, etc., hand out with their various devices. Much more reliable and compatible with a broader range of hardware chipsets.
 




yup that was it, in the advanced power settings it was at 100% minimum and 100% maximum on battery and plugged in! thank you very much, I also downloaded both core temp and HWinfo and you're right they are way better than anything it comes with, and I double checked just to make sure it was all set and its at 2.8 at 5-10% utilization, good to go thanks again!
