[SOLVED] Laptop cpu not reaching max frequency

Hey, I’m having a dell lattitude with core i5 3340M
It’s base frequency is 2.70GHz with turbo frequency of 3.40 GHz
even at max performance option and in plugged in, with max cpu rate at 100% in power options, I still get max clock speed at 3.20 GHz and sometimes (very rarely) about 3.30 GHz
Why does this happen ?
why does it not reach the full frequency ?
My lap temp is about 50-75 degree Celsius and maybe even at 80 Celsius

3.4 is only for a single core. All core turbo is always lower.
